I answered this a couple of months back. Since then, I have taken my own advice and started using the Olay Regenerist line myself and have been very pleased with the results. My skin feels very hydrated and I am noticing a minimizing of the fine lines on my forehead and under my eyes...... and no, I still don't work for Olay :)
Here's my original post:
The Olay Regenerist line has outperformed nearly everything else on the anti aging market according to Consumer Reports. It even beat out some prescription and high-end luxury products that sell for $350 and up. The use of a killer moisturizer in addition to using a product with a minimum SPF of 15 everyday on her face, neck, AND chest in addition to shunning the sun will help her skin to look its best for as long as possible. I have been using the products for about two weeks and my skin texture, appearance and firmness have already improved.
Addition: Here is the list of products that they found
Slightly More Effective
1. Olay Regenerist (Enhancing Lotion, Perfecting Cream and Daily Regenerating Serum)
Price: $57 ($19ea. for the Day Cream, Night Cream, and Serum)
Type: Night/Day/Serum
Day-cream SPF: 15
2. Lancome Paris Renergie
Price: $176
Type: Night/Day
Day-cream SPF: None
3. RoC Retin-Ox+
Price: $135
Type: Night/Day
Day-cream SPF: 15

If it's only age spots or blemishes, you can try creams/moisturizers. Try this site http://www.anti-aging-reviews.info/ . There are trials, you only pay for shipping cost.

It may be your answer to give your mother a product that contains ingredients that are anti ageing and a moisuriser too. I think the following product may be in your price range and still give your mum the results she wants
